The ladder is economic, not license-level. Tiers gate only your wholesale buy-through volume, year-end Collective rebates, and the co-op rebate split. No tier changes your license class, and none triggers off-premises transfers or a different transfer type: dealer-to-dealer movement stays within your Type 01's normal scope, and every customer transfer happens at your licensed premises.
